Association for Consumer Debt Relief Welcomes Robert Sweeney as Government Affairs Manager for the East

WASHINGTON--(BUSINESS WIRE)--Feb 17, 2026--

The Association for Consumer Debt Relief (ACDR), the leading advocate for the debt relief industry nationwide, has announced that Robert Sweeney has joined the organization as Government Affairs Manager for the East.

Sweeney brings more than two decades of experience leading state government affairs and advocacy efforts across the financial services sector. He most recently served as Government Affairs Officer for State Policy at the Investment Company Institute (ICI), where he helped build and implement the organization’s first state government affairs program and managed advocacy with governors, state attorneys general, and state legislators nationwide.

Prior to his role at ICI, Sweeney served as Managing Director for State and Local Government Relations at Citi. In this position, he led a nationwide team responsible for advancing legislative and regulatory priorities across key states and oversaw state-level advocacy strategy. Earlier in his career, he held state advocacy roles at the American Council of Life Insurers and served on Capitol Hill as a Domestic Policy Advisor with the U.S. Senate Democratic Policy Committee.
