Natural Resources Worldwide, LLC Sues Pipeline Operator American Panther (Third Coast) for Illegal Shutdown in Gulf of America

HOUSTON--(BUSINESS WIRE)--Sep 30, 2025--

A federal lawsuit filed in the U.S. District Court for the Western District of Louisiana (Lafayette Division) alleges that American Panther, LLC (“AmPan”), a Houston-based pipeline operator affiliated with Third Coast, illegally shut down a Gulf of America crude oil transportation line, stranding offshore production and violating federal law.

The complaint, filed by Natural Resources Worldwide, LLC (“NRW”), a Texas-based energy company operating multiple producing assets in the Gulf of America, asserts that AmPan’s actions were retaliatory, unlawful, and contrary to the Outer Continental Shelf Lands Act (OCSLA), which governs fair and open access to federally regulated pipelines.

According to the lawsuit, the dispute escalated after NRW declined what it describes as “onerous and discriminatory” contractual demands from AmPan. The filing details a sequence of events culminating on September 26, 2025, when AmPan personnel landed a helicopter unannounced under the pretense of routine maintenance and physically locked a critical valve, effectively halting the only route for NRW’s oil to reach shore.

The complaint describes this act as an “unauthorized pipeline shut-in,” claiming it was executed in retaliation for NRW’s demand that AmPan reopen another major route, the Tiger Shoals Pipeline, which has been offline for months.

The lawsuit seeks injunctive relief, damages, and a declaratory judgment confirming that AmPan’s conduct violates federal law and its contractual duties to provide open and nondiscriminatory transportation services. The actions by AmPan run directly counter to President Trump’s guidance encouraging the maximization of oil and natural gas flow through the Gulf of America.

NRW’s filings include multiple exhibits, such as a Throughput and Deficiency Agreement between the parties and NRW’s September 25 demand letter invoking federal non-discrimination mandates. The company has requested immediate judicial relief to restore access and prevent further disruption to its operations.
